The recommend instructing this work of preparation to Messrs Demain, Ram and Gibb; the plans and Estimates to be submitted to the Director of Public Works, and subject to his approval, to the Public Works Committee of the Legislative Council. The Government would then be in a position to call tenders through the Govt Gazette, and the remuneration to Messrs Demain, Ram and Gibbs would be on a percentage basis, but a fixed percentage on the amount of the contract or contracts entered into.
Messrs Demain, Ram & Gibbs would not be the contractors for the works, but would be the Engineers to plan and specify and supervise the Execution. Their explanation in their telegram at the time was that tenders for the contract would be called for through the Gazette.
